Standards
- The Secretary of the Interior's Standards for Rehabilitation are ten basic principles created to help preserve the distinctive character of a historic building and its site, while allowing for reasonable change to meet new needs. The Monticello Historic Preservation Ordinance states that when considering applications for a Certificate of Appropriateness, the commission shall be guided by the Secretary of the Interior's Standards for Rehabilitation along with any other design guidelines the commission adopts.

Guidelines
- The Secretary of the Interior's Guidelines can help property owners apply the Standards for Rehabilitation during the project planning stage by providing general design and technical recommendations. Together with the Standards for Rehabilitation they provide a model process for owners.
